yeah i've used it. After you've done a supply quest to an outpost you can teleport back and forth from your hometowm, IF you are lvl 20+ and have 200gil/teleport (i've only done supply quests to Valkurm and Gustaburg Outposts so price may be diiffent for other outposts). The npc at the outpost that will teleport you is the same one that has the border shop. If your from bastok you will be teleported to the metalworks in the room with the elevators, right accros from them. In this same room is the npc that will teleport you to outposts.

Bastok was lucky enough to gain control of Meriphataud Mountains one week(No idea how that happened, we're usually last with only one or two maps in control besides gustaburg). The outpost here is right by the zone to sarumogue champaign. Champaign is a big map, but it's still considerably faster to teleport and walk across it than it is to ride a chocobo from bastok. You just have to be careful not to get yourself killed during the trip. Works going back too. More expensive than a bird at about 1k a teleport when you don't have control of a area, but I find it worth the time saved.

I must say, I was extremely glad when Windy got control of Qufim. Being able to instantly teleport from Qufim to Windy (or vice versa) at 250g a pop is invaluable. Of course, when we don't control it, the price skyrockets, but that's another matter.
