There's a wide and shared belief that Absorb-TP was nerfed around the level 90 uncapping that made it available subbed, and Bale hands bump it back to what it was.
10% of 90TP is still just 99TP, when it's fairly apparent that Bale pushes more like a 50-100% bonus, or perhaps lets you absorb up to 100% of a mob's current TP instead of just 50% of its current, which was the apparent nerf to me; smack something three times and ATP would only give ~25TP instead of the 50TP that should still be available, but you'd still get 90TP returns if something was getting tons of TP. ATP is still a bit spotty to pin it down, but once I wrote the extra set to use Bale hands it suddenly became far more reliable. I love dropping two WSes on a staggered mob in Dyna then ATP'ing for a third, so if I wanted a consistent venue to test in that'd be it.
