Magic casting bar questionFollow

Hello, I don't know if this has been brought up but it's been baffling me for quite some time and I needed to ask. It occurred to me that when I cast a spell on DRK (Bio, Drain, Abs-TP) it doesn't cast until well... the bar hits 100% than there's a half second delay before the spell goes off(funny enough I've seen my character swing after the bar finishes but before the actual spell casts).

Now from my years of playing PLD (and more recently RDM) my experience has been a spell generally goes off at/around 75%. As such, I thought this was the general in-game rule/mechanic(Barring Fast Cast of course). So can anyone please explain/mind explaining why casting on DRK seems to be the exception or am I totally missing something elementary that got lost in translation. Thanks in advance.

On a side note: Anyone found a use for Scarlet Delirium or is it just another side-grade tool that will help you die faster?

Yes actually... (jumps to wiki to look up Seigan traits...) OK, I've been grossly misinformed for a number of years now apparently. I thought/was told the penalty increase in cast/recast was exclusive only to Hasso. Thank you for the fast response.

Hasso and Seigan actually work as negative Fast Cast, that's why it goes off at ~112% with no Fast Cast.
