So I was looking on some sites and I see it has a 60% dex modifier, is the best way to gear for weaponskill primarily Dex or is Str still relevant?

If it's DEX vs. STR, in terms of pure damage, you need 5 DEX to match 3 STR and that's only if we ignore the additional attack from the STR which would probably push the ratio of 5:3 even higher. DEX does have the advantage of granting accuracy (does enlight accuracy effect your weaponskills?).

Personally, I'd gear in the following order:

Double Attack > Accuracy > STR > Attack > DEX

If enlight accuracy boost works with weaponskills, then you can probably forgo that.
According to the WS dmg equation, STR is better in a 1:1 ratio compared to DEX.
In my experience, attack has always made a big difference in my damage on high level NMs. I'd even put this ahead of STR if you can find large amounts of it (tumbler trunks, I'm looking at you!).

EDIT: Actually, the damage contribution from DEX is even lower than I first said. It's closer to 2:1. You need 2 DEX to make up for 1 STR if you ignore the minor attack bonus from STR.

Your math is off on the relationship of DEX vs. STR on base damage with a 60% DEX mod. DEX is actually going to be more potent than STR with CdC. Quite a bit more potent. 5 DEX will give a guaranteed 2 WSC, with about a 50% chance at 3 WSC. 5 STR is 1 fSTR with a 25% chance of it being 2 fSTR, so the ratio is probably closer to 1 DEX : 2.25 STR for CdC.

Probably suggested order for me would be:
DEX >> Accuracy >> Attack >> STR.

With my current gear (which isn't great), I would probably do this.
head: Perle Salade
neck: Agasaya's Collar(Pld can't use, so relevant Elemental gorget/Jailer Torque)
lear: Suppanomimi
rear: Brutal Earring
body: Perle Hauberk
hands: Hecatomb Mittens, Creed Hands +1/+2 if you have
lring: Rajas Ring
rring: Jupiter Ring
back: Nifty Mantle (if pld can use, otherwise Amemet +1/Foragers), Atheling if I had it
waist: Cuchulain's Belt
legs: Hecatomb Subligar
feet: Hecatomb Leggings

We talking inside or outside Abyssea? Pretty big difference between the two.

CDC needs Acc but it also needs large amounts of Atk, especially on a low attack job like PLD / BLU / RDM. Inside abysesa accuracy is nearly useless due to crour buffs, I'd be stacking attack as much as possible.

The ratio is more like DEX = Attack (Depending) > Acc > STR. When I say depending you would take 10 DEX over 10 Attack, but you wouldn't take 6 DEX (Nifty Mantle) over 20 Attack (Atheling Mangle). Outside of abyssea it really depends, what is your accuracy and what food are you using? If your poping Pizza / Pizza +1 then acc is no longer an issue, not even on something retarded like Byakko (one of the highest evasion NM's in the game, just for comparison).

I agree with you, I feel that DEX, Acc, and Atk have a more or less equal relationship on CdC (Probably not obvious because I used the notation >> between them), with a slight advantage to DEX over the other two unless you REALLY need acc. On my gear list above, I said I would use Nifty because I don't actually have Atheling yet, haven't done the NM with a bunch of other stuff to do first. Nifty is 5 DEX 9 atk, so I would definitely use it over a lesser attack piece like Amemet +1/Foragers. Obviously Twilight Helm would kick the trash out of Perle Salade as well, but again, I don't have it yet. My main point of posting at all was that STR is by far the lesser stat to pursue when trying to gear for CdC, and even not trying to gear for STR, I still get a substantial amount of it in the set. I do have a question though (since I am probably going to start working on an Almace pretty soon), what would you use for body? I have perle Hauberk right now, which is 8 STR, 4 DEX, 8 acc/atk, 2% crit rate. Possible alternatives? Zahak's? Hauby +1? Twilight?

Edit: Nevermind on body question, thought Twilight was only +10 to all stats, +15 makes it pretty much it.

Yeah definitely twilight mail. Otherwise hauby +1 makes a very good piece outside of Abyssea. 6 STR 6 DEX 15 attack 15 acc is pretty sweet, assuming your rolling with meat. I tend to treat fSTR as a 30% WSC (when comparing piece A vs piece B) except inside Abyssea. With crour buffs and an atma your fSTR will almost certainly be capped out.
