It basically depends on the situation you're in and what you're fighting. If all your Warrior is doing is fighting Even Match mobs or weaker, Pole Grip will pull out ahead because your damage from a critical hit won't be significantly larger than damage from a non-crit. In "end game" situations, such as Legion, higher end Voidwatch, with level correction takes effect, the difference between damage from critical hits and the damage from non critical hits becomes more prominent, thus a 3% increase to your critical hit rate will pull out ahead from a 2% increase to your Double Attack rate.
