I'm assuming the ONLY reason to get the 2nd Punisher would be because obtaining the first one is much more difficult?

Otherwise, why would ANYONE ever choose Punisher (2) over Punisher (1)?

There is no reason.

Eventually you're going to have to accept the fact that SE willfully adds intentionally sh*tty items that are still difficult to get.
