To elaborate on the
WHY:
Unless you're going from having no DA at all to having some amount of DA (which is impossible with WAR gear due to the trait being active before any DA gear exists), one point of DA+ will always translate to less than a 1% increase to your DoT. Not only that, but the increase will remain static regardless of your hit rate, cRatio, etc.
For sake of simplicity, an increase to DA is estimated as (new swing rate per round)/(old swing rate per round). With 10% DA you have an average swing rate of 1.1 times per attack round, so estimating AF feet would give you 1.11/1.10 = 0.9% increase to DoT.
Now, look at accuracy. Hit rate is capped at 95%. Assuming you aren't already at the cap, the worst case scenario for accuracy+2 would be to bring you from 94% to 95% hit rate. Estimating in the same manner, 95%/94% = 1.06% increase to DoT. More fundamentally, the take away is that the best case scenario for 1 point of DA (no base DA->1% DA) will STILL lose to the worst case scenario for 1 point of hit rate (94->95% hit rate).
