I read that for example rasp affects dex. If the fiend is strong against earth, is rasp less effective?

No, they'll just resist more. The way they work, is our own INT is the only factor for the potency. So if you can land Burn on Tiamat with 150 INT without it resisting, you'll still get the full potency even if he is fire.
