Anyone know how the warp scroll or reraise scroll work? Is it an ability you can learn or is it just a one time use thing? Also, can just anyone use it?

Look under the spells for Darkmage. The first dagemage spell is a self only spell that teleports him to his bind spot.
The second one the DRKM gets is the ability to send a corpse to his bind spot.
And lastly he can teleport himself and a party to his bindspot.
The WHTM has better teleports for groups if thats what your looking for.
As for you questions... they are all spells, and not abilities and not everyone can cast them. (actually requires quite a high lvl)

Actually I think he's talkin about the ones you can buy with conquest points. While I've never actually used one I would believe that they are a one time deal for any character.

And BLKs can actually teleport groups to towns as well which WHTs cannot btw. And BLKs also get a dungeon evac spell. Trust me in the higher levels BLKs are just as good as (if not better depending on the person's perspective) whites. Don't diss someone's job in their forum please LOL because we might know a bit more than you about our class. =~p

Ok blacks can port to towns and cities.. whites cannot.. blacks get a group dungeon evac spell as well. Don't dismiss a class before you researched it please and how rude doing it in this forum of all places LOL. Depending on the person blacks could be better porters than whites becuase most of the time you have to travel chocobo to specific places and the black can just warp everyone back when they are finished.
I am aware of the escape spell that allows you and your party to port out of the dungeon...useful i would gather when you have that goul hell bent on killing everyone. but thwats this spell that allows you to go to other city's? i only know of the warp spell, which returns you to your last bind point.

Warp II does not take your party to Your bind spot. Warp II lets you teleport party members to There bind spot wherever that may be.
