Assuming no other effects than HQ staves, you would end up comparing INT+14 (Errant Houppelande + Scholar's Mortarboard) and MAB+7 (Yigit Turban + Yigit Gomlek). According to the spell dmg formula, it is a comparison of these two expressions (assuming pre-inflection point and disregarding flooring):
INT+14: (V + 2 * INT + 28) * 1.15 * MAB
MAB+7: (V + 2 * INT) * 1.15 * (MAB + 0.07)
Which boils down to which of these two terms yields larger numbers:
INT+14: (V + 2 * INT + 28) * MAB
MAB+7: (V + 2 * INT) * (MAB + 0.07)
For your purposes, let INT = 70 + 39 = 109 (Aquilo's Staff excluded) and MAB = 1.20 + 0.05 + 0.02 + 0.02 = 1.29.
INT+14: (V + 2 * 109 + 28) * 1.29 = (V + 246) * 1.29 = 1.29 * V + 317.34
MAB+7: (V + 2 * 109) * (1.29 + 0.07) = (V + 218) * 1.36 = 1.36 * V + 296.48
Thus, any spell that provides V > 298 will hit harder in Yigit gear. Which is true for all tier IV nukes. MAB+7 is superior to INT+14 (I think I'm telling you no news; why did I crunch numbers, at all?), if your resist rates are sufficiently low.
I don't know how your resist rates in Yigit gear are, since I'm a Houppelande + Mortarboard nuker, but I'd assume it's a bit from capped. So, as a "more general purpose" set, I'd suggest going with the Houppelande + Mortarboard build. You trade a little damage (20, maybe?) for a chunk of MACC, provided by INT+14. I'd go with the MACC for everyday nuking.
