I'd lean toward the Ghostfyre Cape. The Cure Potency is superior to the MND without question, but the magic damage aspect is a bit trickier since every nuke responds differently to INT values. The following can be found here.

These are the nukes that would apply to RDM. For Thunder IV, you could say 1 INT = 3.55 damage, but I'd consider taking MP efficiency into account, too, as Thunder IV became more expensive for us with this patch. 600/213 = 2.81 damage per MP at +0 INT, 955/213 = 4.45 damage per MP at +100 INT. Whereas Thunder I is 85/34 = 2.5 and 185/34 = 5.44 respectively.

Perhaps to simplify which is better, we'll just grab an INT value per tier with Thunder.

T1: 1 INT = 1.00 Damage
T2: 1 INT = 1.75 Damage
T3: 1 INT = 2.50 Damage
T4: 1 INT = 3.55 Damage

And if time isn't a concern, 6 Thunder Is will do 1110 damage to one of Thunder IV's 955. For us, T1 will probably take 0.25 or so to cast with a second added for global delay. Could do 2-3 T1s to the T4, but the T4 will have the much longer recast where recast isn't an issue for us on T1s since FC and delay munches up most of it. This really makes me wish we had (an improved/buffed) Occult Acumen, but obviously SE needs to pump out some caster-minded swords/daggers of the new ilvl variety before we could even consider building TP at range. Though that's another subject.

Personally, though, I'd still lean toward Ghostfyre since it doubles as a cure piece and the unmentioned +enspell isn't terrible. You'll still want an ATK back for WS, though. Also no telling if these JSE capes might become upgradable pieces in the future.
