Soulsoother Head helpFollow

Hello everyone. Maybe an experienced PUP can tell me what I'm missing.

Dinged 40 last week and went to talk to the Galka in Whitegate. Started the quest for the Soulsoother Head. Gave him the cure iv scroll, whm hat, etc. He told me to come back later for the finished product.
I went back to talk to him last night (6 days after starting quest) and talked to him. Not only does he not have the new head for me, he doesn't even mention it. He just gives me the same speech he gives everyone that talks to him when no quest is available. From reading online it should only have taken him 2 jp midnights to finish and, even if he was finished, wouldn't he tell me to come back later?

Has anyone ever encountered this?

Note: I also started the AF1 quest after starting that one. Could this be an issue with both quests being active at once?
