The blue mage hunting guide is not up to date.

These two spells Bloodrake and Tourbillion


Tourbillion can be learned in Legion. In his case he seems only to use it when he is 25% or under for HP as his wings won't break.

Oupire in Underground sea ruins is easy to get to and soloable for bloodrake. Also can be learned in Leigion as well.
