I have a Dell Inspiron 1501 Laptop, and one of my guildies mentioned that if I have a PCI Express video card I can upgrade my video card. Is this true? My current graphics card is an ATI Radeon Xpress 1150, and I could really use an upgrade if it is possible. Thanks in advance. I play WoW, and I avg. between 10 and 20 fps while not in high traffic areas.

Technically practical, physically very difficult. Different laptops are different sizes and have different layouts/airflow. What works in one wont necessarly fit in the limited space of another.
Looking at the 1501, the card is integrated and is not in a real PCI express slot therefore you cant upgrade.
