Failed to initialize Direct3DFollow

I recently installed a new hard drive. After formatting, installing the OS, getting the Microsoft updates, DirectX 9.0c, I installed the latest drivers for my Card from the manufacture.

After the installation of Final Fantasy XI, I attepted to log into the game but was unable to, I received the following message: "Failed to initialize Direct 3D."

I have the same PC with all the same components (except for the harddrive) and have been able to successfully run this game without error.

In an attempt to solve this issue I did the following:

Start, run, dxdiag...I found the following:
"Direct 3d functionality is unavialable. You should verify that the driver is the final version from the hardware manufacturer." I downloaded the current drivers from ATI.

Here is what I have:
Radeon 9200 Series
Ati Industries, Inc
Radeon 9200 SE AGP
Internal DAC (400MHz)
Main Driver : ati2dvag.ddl
Version: 6.14.001016614
Mini VPD: ati2mtag.sys

Direct3D Acceleration: Not available
AGP Acceleration: Not Available
DirectDraw Acceleration: Tests Well

Any suggestion to resolve this issue? What is the best way to activate the Direct 3D? Thank you for your time, it is appreciated.

on another note ...

I have the following issue with FFXI config

Any suggestions? I have just completed a complete install with updates on a new hdd and found this. Any possibility that it is related to the inability to initialize Direct3D? I am running a "Check file" fom POL to see if something is missing.

Check File completed with no errors..so the missing FFXI config continues.

I resolved my own issue. It seems that Windows SP2 does not work well with the Direct3D and DirectX. Once it was uninstalled everything was fine.
