Yes, Slow +% gear doesn't have an effect on delay if thrown in solely on Jump, but you need to make sure that it swaps in and out quickly, since if you get a melee swing in while still in your Jump gear, any +Slow you have (like from Sceamol Band) will affect your swing speed come the next melee round.
Haste comes first, though later on, if you can get a lower hit-build on your job, it's not too bad to sacrifice a bit of haste to make it work, since that reduced number of melee swings to get to 100% TP more than make up for the lower Haste.
Stardiver is a really good weaponskill to have, but Drakesbane also isn't too bad. Inside Abyssea Drakesbane will do significantly more given how potent Critical Hit weaponskills are in there with proper Atmas. Outside of Abyssea, and especially on higher level content/content that has Critical Hit Defense (Morta, some Legion mobs, etc), Stardiver will outperform Drakesbane, since Drakesbane has a significant Attack penalty.
