I just found out parry checks before anticipations, it was always like this?

Assuming, since seigan grants the ability to counter, everything checks before it, eva, parry, and on counters even accuracy.

Avoiding an attack completely always comes before responding to an attack defensively. Parry checks before utsusemi shadows for the same reason.

Well, you're wrong. I notice when I parry with TE up all the time on DRG/SAM, mainly when it's that moment when TE is down to <10 seconds left on its duration and I need that second last anticipation to hold me over through the remainder so I can put it back up without being hit. Then I parry anyway so it doesn't matter.
