Simple questions. Are the lvl 39 Fuma replacable? I know there's about Sarutobi Kyahan and I've been camping it on and off for six months with no luck. Is there another feet piece that is good and not just def? Got lucky and got the R/E kote.
Currently lvl 37 and planning to gear up to 75.

Not really as far as TP gear goes until hachiman for 6-hit, then usukane after that. Technically, Fuma Sune-Ate at 72 will replace your 39 fumas by being cheaper.

Like people have said, the Sarutobi Fumas are your best option at that level and for a long time. However, if you're after easier to obtain gear, there are a few options: some RSE feet might be worth a look, Bastokan/Republic Greaves can add accuracy dependent on nation control, the forementioned Kyahan line and (doubtful) depending on whether or not you're trying for Usukane feet, Hikazu Sune-Ate offer some good bonuses on them for the level.
But yeah, the Sarutobi are going to be the best things you can wear for a while. If you're going to concentrate on levelling sam for a while, I would personally take the hit and buy the AH version, by the time you've finished camping and got the drop, you could be near the point of selling them back because you're high enough to buy the higher level Fumas/Hachiman w/e.

There is no "haste isn't worth wearing until you get X much", Haste is worth wearing at any level and any amount if it's the biggest DoT increase you can get in that slot (which it is until way later). Not to mention you have Hasso by that point and WHM gets the haste spell 1 level later.

Most of the IT++ stuff you'd be fighting as a lv39 player is going to be in the high 100s/low 200s def wise. +3.1% number is also w/o hasso or haste and as you get more haste gear fumas just keep getting better.

Enkidu's are a decent alternative(more like sidegrade or minimal upgrade) and can represent some money if you have the rare version, if you got the rare/ex don't even bother with them.
(Moreover Enkidu look ugly as wet dog, so you may want to ignore them as an alternative)

3% haste is bare minimum ~3.1% DoT, and I highly doubt you'll be able to beat that with attack+4 at 39. If you can, your attack is utter dogsh*t and you need serious help.
Let's say you're sitting at 250 attack at 39 (this is probably overestimating it by, I dunno, maybe 50, probably less). Considering that your typical party at that level is going to be going against things they really don't have any right to be going against, like Soldier Crawlers in CN, you'd need to be going up against a mob with ~270 defense for the atk+4 to beat Haste+3%. (With higher defense, the atk+ wins by more.)
So: no, you don't need crap defense - you just need a party that's dumb enough to not bring someone to dispel Cocoon.

I still think 'MNK' a lot, and the att+4 shoes are a decent alternative to fuma's for a while. Especially, because MNK gets less att that a 2H job, so you can make each punch slightly more powerful, or slightly increase the att round. There was a thread with a load of math in it, but theres noway i'd be able to find that. I have a feeling Cyth was thinking the same thing as well
For SAM however, yeah, fuma's all the way. I just used Leaping boots for the 2acc, and Storm Gambriars for the 2STR on WS. The foot slot was probably my weakest slot leveling up until 70+
Its not the most important thing however, I'd recomend any (non first-job) SAM stop @ 50 until you get a Soboro. I had SAM @ 46 for 2 years waiting on a Soboro to eventually drop, and I don't regret it one bit, dinging into Soboro was probably one of my most enjoyable moments and experiances.

4 or 5 things better than fumas:
1) Usukane ( End all be all feet gear for all jobs that can wear really )
2) One piece with sTP that allows you to have a 6-hit build when you are 75 and have merited sTP. If you dont have usukane, you will have to sacrifice something. Your feet is the least of those sacrifices. For that reason i would also not suggest going for a 6-hit build before you have stp merits: You will need to sacrifice a lot to do so.
3) Fuma Sune Ate. Lv 72, better in ways that dont really matter, but it is better and cheaper. Same way a hauberk is better than a haubargeon: It *is* better, but the atributes where its better dont matter to the jobs that can wear it.
4) Sarutobi. Same thing, more gil for you.
5) Not sure about this one: Enkindu. Might be better or worse, depending on the rest of your set.
