Shoulder TackleFollow

I just recently recieved the Shoulder Tackle WS but it is not working for me for some reason. It reads as AB Shoulder Tackle (2) and is highlighted in purple for me. When I try to use it by going through the menus it makes me use combo instead. Can anyone explain to me what the (2) means and if it has anything to do with why I cannot use it? My hand to hand skill is 41.
