Wrong, Cuath Headpiece +1 is not 8% haste. The
SET bonus is 8% haste. Your set only has 8% haste in gear and falls short. This is easily offset by raider's hat coming close of course, but doesn't meet the requirements for capped Haste. Allow me to propose a different set for you instead.

White tathlum exist for the ammo but its really expensive and we're playing with rudra's sets so I chose QQ tathlum for fun (I still like my acid bolts tbh). I would bank on stp + 19 working out better than 8% DW because you aren't using apoc and already have a base 225% TP mod at 100% (I know you're using the WOTG earring in your rudra's storm build as well). This set may sacrifice a little bit of dual wield speed, but increasing dual wield also lowers tp gained per hit, whereas in my version you increase it instead. Since we're talking about a TP build designed to throw out monstrous Rudra's as often as possible at the sacrifice of some DoT I like my design better than yours.
You can also take my original atma setup and swap out atma of the apoc for atma of the alpha/omega of course. It isn't as much direct damage to rudra's as omnipotent, but RR/SS/alpha/omega is stronger than apoc both in DoT as well as weaponskill damage.
