Well, also keep in mind that a lot of ele dps is dependent on their tier gear. That probably factors into it as well.

I will admit, throwing lightning around is really awesome, and is the majority of the appeal to me for my shaman.

There is no such a "best" class. It might look like in pvp that one is more preferred or easier to play but at the end there is no better class! In Pve all classes are needed to get in a dungeon a boss down. So how some class would be belter? The biggest dps wouldn’t help if not a healer would be with him. So I do not agree that there is a "best” class in wow! :-)
