To use a 2h weapon for sp such as a staff or mace??

Or

use 1h weapons with a shield?

I"m curious to know for each spec. (ele, enh, and resto)

Generally, a 1 handed weapon and shield/offhand combo will provide more benefit than a staff for Resto/Elemental. Spell power on comparable iLvl 1 handers and staffs will be the same, with the staff providing more Stam, Int, and other stats. Make the most of being able to use a shield as it does help survivability as well.

Enhancement doesn't focus on spell power at all and should be using two slow 1 handed dps weapons.

I think it comes down to what better compliments your overall stats. Lumping resto with elemental is flawed from the start since resto doesn't use hit. The OP question however is just about SP which is one stat that requires very simple A+B=C math.

Personally, I always prefer to use one-hand weapons and a shield on my Shaman, especially for Restoration. This is mainly due to the fact that there are more one-hand weapons suitable for Resto Shamans then there are staves or other two-hand weapons suitable for them, and very few classes need to roll on a shield with Spell Power. As for Elemental though, I guess I prefer one-hand weapons and a shield because it looks better on a Shaman... Though I'm always willing to switch to a DPS Staff if it gives a good damage boost.

Either way, there's just one stat I try to avoid like the plague: Spirit. Until Cataclysm, it practically has no use for Shamans. Anything else with Spell Power should be okay for Shamans to use though, wether it be for Elemental or Resto.

Oh, and Enhancement? Slow one-hand weapons and Hunter gear. That's all.
