Scatter Shot in PvEFollow

How good is scatter shot in PvE, and in what situations? I'm planning on going survival, and I may have the extra point to spend on it, so I was wondering if it'd be more useful somewhere else. I see it as mainly a PvP talent, but I'm not too experienced with it.

Also, does it scale up, so at higher levels you get more than 4 seconds of "?"?

4 seconds of a mob not hitting you, not hitting the healer, interrupting a cast, running away to kite, time to reset a trap, prevent the mob from running and pulling adds.

yes scatter is a great shot to have in pve aswell, myself i wouldnt make a build without it, absolutly essentil for me

It's great for instances.

Gives the tank enough time to get the mob (from you or the healer).

Yes a really great talent.
Nearly no use in raid content, but in groups its essential. I use it a few times in every 5man heroic instance.
E.g. if your trap breaks early and you have some seconds CD for the next trap.
Also works to help others with their crowd control (buys the, 4 seconds to reapply their crowd control).
For buying the tank time there are more usefull spells available (in most intances mage uses frost nova or a lock fears the mob). Normally stray mobs will be hit by other DDs (which is often a reason why a mob leaves the tank alone and goes for a DD/healer) and your scatter shot won't last long enough for the tank to regain aggro.
