ofcourse an arms warrior can tank
fury warriors too

i wouldnt recommend you tank a raid as an arms warrior (unless ofcourse u are pretty WELL geared) but any 5 man non-heroic can be tanked by an arms or fury warrior

if you want u can even do a hybrid build, where u throw some points in the prot to get the basics of the prot tree (anticipation, imp sheild block, defiance , last stand ), while keeping the majority of your points in arms or fury depending on your preference

you may not build threat as quickly or you might take some extra damage, but a good group would control thier aggro and a good healer would compensate for the extra healing

basically, protection warriors are raiding warriors , so it really isnt neccessary to spec prot unless your level 70 and raiding regularly

i tank in arms currently, granted i have a few points in prot for the basics. if you know what you are doing tanking can be done in any spec.just make sure dps knows to wait b4 going all out on a mob.fury seems to help just charge in and whirlwind on a big pull for some free agro and switch back to def and continue as if nothing different happened.

Prot of course helps for tanking, but it's only paying off for a few lvl 70 instances (Shattered Halls for example), Heroics and Raids. Before that, you shouldn't really bother. Optionally, you can put 15 points in Protection to get Imp Shield Block and Defiance after you got 41 points in your Arms or Fury tree.

obviously arms isn't THE tanking tree, but

deflection
imp tclap
anger mgmt
sword spec (and axe/mace to a lesser extent)
sweeping strikes
blood frenzy
imp disciplines
weapon mastery (glancing blow reduction in 2.1 again)

are all arms talents that can be put to good use while tanking.

I off-tank in kara and main tank in heroic all the time. I don't have one single talent that increases my damage mitigation. The hardest part about it is holding threat on bosses (that sucks).
