Has anyone noticed that the extra 30% in Armor Reduction from Talent points doesnt show up when you Apply Sunder Armor to a Mob/Creature

Same with Demoralizing Shout... I maxed it out in my talents and the extra boost does not show up when I cast it on an enemy. It shows the boost when I mouse over d shout on my ability tray however . Weird.
