Right now, I have leveled my blacksmith to lvl 17, but I failed twice to make an iron shortsword for my gladiator. Is 17 too low of a level to make one? I tried once on my own and again at the common smith's forge. Any pointers will be greatly appreciate for this noob.

Level up Blacksmithing more.
Level up other crafting to 10 to get more crafting abilities. I forgot how many you can have at lvl 17, but you don't need more than 5 as that's the limit you can use in each synthesis.
Buy clothes/tools appropriate for your level. Crafting stats are Craftsmanship, Magic Craftsmanship and Control.
Getting support will only helps with Dated recipe that has those support in their requirement. It does not offer any bonus.
