Level to use flaxFollow

I'm currently level 13 alchemy, how long until I can make linseed oil from flax?

on here it says "Alchemist (8)" maybe it changed in 1.9, any help?

I just reached level 15 it still says:
"You decide to wait until you are more skilled to attempt this synthesis"
after 7 hours of non stop alchemy I think I'm losing my mind! ^_^
how much further do I have to go?!

I checked the Lodestone and the recipie for Linseed Oil says r31-40. So I am guessing they raised the requirement
