how to make hq itemsFollow

Hello I'm a weaver r19 and I was wondering is making a hq item all based on luck or is there a certain way to do it. Ill get my progress all the way to a 100 and ill still have high durability and ill touch up until I'm in single digit in my durability and still can't get the +1 item can someone please assist I'm not sure if its luck you need or if there is certain skill in it

Its a combination of many things but without lots of parsing I would just say get higher quality and it will help get more/better HQ results. Using HQ mats can help give you more touchups at the end from more starting durr and more quality without having to use so much bold.
