As far as i was able to tell there was no weaver guild in limsa lominsa. I also so several colored cowls and other items that may have been synthed by beta testers ( They may have been reward from a leve ).
Did anyone figure out dyes?
Does an alchemist or some other class make them?
Did an npc sell them?
Where can i get them!?

Making dyes will definitely be alchemy. I was browsing Eorzeapedia (and zam before they took it down) and seen a few recipes to make dyes.

Leather dye
NPC's selling Dyeing Training for Weavers and Leatherworkers. And I seem to remember some Leather Worker and Weaver NPC's selling dye for like 1000g in the beta.
Harvesting seems to be used to gather dye materials like Dyer's Moss here. Probably other DoL will be able to collect dye materials as well.

As I recall I remember that an NPC in the weaver's guild of Ul'dah was selling three different colored cloths. Can anyone confirm this? It'll be nice to get out of the common white cowls that mages use.

The weaver's guild sells Lead-grey Hempen cloth, Mole-Brown Hempen cloth, Sand-Beige Hempen cloth, and Undyed Hempen cloth. All four cost the same, a little under 1k. I'm pretty sure that they also sell Cotton cloth, but I don't think they sell it dyed. I've yet to find an NPC that sells actual dyes, though.
