Can a Rank 12 conjurer, rank 20 physical wear a wand (rank 17)?

A rank 1 conjurer can equip a rank 50 wand if they really wanted to, along with heavy plate armor.
However, that said, their stats would be crap and the equipment would degrade extreamly fast.
Armor rank is bassed off your class rank, physical level isn't used for much. As Rank 12 you could equip the Rank 17 wand, but you'll have to check your stats to see if it helps any. The game scales the stats of items if you equip them under rank, you won't get the full potential until Rank 17.

even if the stats are worth it for you, don't forget that you'll be paying accordingly for repairs
