Does every fishing spot in SSG have an equal success rate for Nebimonites? Here are the three maps with all of the possible fishing spots:

I've been fishing on the first map at (H-7) "Other Seaside" and the bite rate has been bad. Should I move around? Also, if I wanted to fish at (J-12) "Pond Under a Bridge" would I have to complete the quest in Norg to obtain a key for the Ornamental Door, or can I just go down below the bridge and fish?

I can't say for certain about the bite rates at the different locations, but for the bridge area:

You do not need to complete the quest for that door. The door leads to the bridge, you want to fish at the water underneath it, so no need to get the key. The pond was adjusted a few years back, but if you go there, all you need to do is make sure you're able to get agro. That is, if you were level 1 without sneak/invis and were standing in your current position, you would instantly be killed. I don't know if that makes sense, but it's a slight change that was added to combat rmt.

Hello

If you check Grand Blue you can see that different pools within SSG have different fish populations

You need to be fishing at the pond under the bridge in order to get nebs. The other various little ponds of water count as different bodies of water. You also do not fish from behind the ornamental door, but simply make a left at that door and follow the path down. You can fish there.

Be sure to not actually fish directly under the bridge, though, as a while back SE pretty much made it so you can't catch anything at that particular spot. They also changed the pathing of the sahagin so it is no longer safe from aggro.
