The thing is about using NPC's to sell fish as a means of making income is that it's instant gil and totally by-passes AH so no worry about other people undercutting you!
(So it's a great way to make gil while you may already have all your AH slots filled up with other stuff.)
Targeting junk fish in towns can be an advantage since you will never catch a monster as they don't bite on your line there.
A lot of high lvl fishermen go to places like Nashmau and target Pterygotus (lvl 99 large fish), Ahtapot ( lvl 90 large fish ~ eastern cousin of the gimmonite), Mercanbaligi (eastern cousin of the bastore bream), Istiridye (lvl 53 ~ eastern cousin of the shall shell) and Istakoz(lvl 46 ~ eastern version of the gold lobster.)
You will find that these fish can be used in the same cooking recipes as their western rivals but people know too little about them and do not buy them from AH.
They are also no more difficult to reel in as they are the same level as their counter parts.
Also if that previous site doesn't help you enough, type in any fish name in to wiki and it gives you fishing maps too.

(I still do go back there and make gil when I am really broke. My HP is currantly set there!)
Some other fishermen may also target fish off the docklands of whitegate to target junk fish for skill. (The highest skill level there you can obtain is 48 and you will be probably fishing up jellyfish and cone colamary ~ eastern versions of course.)
I don't think this will make much money for you and my skill was way beyond this area when ToA came out.
When you start off fishing, there's always a tricky dilema of what your going to do with the moat carps.
1) Sell to AH and make some gil there and then.
2) Trade every last carp to the Lu shangs NPC's in port sandy.
3) Find some other way of making gil and buy all the carps you can!
4) Use a mixture of 3 and 4 to get your Lu Shangs.
That more or less depends on you really.
If your serious about getting high lvl fishing, do not sell any of your moat carps and also if you are able to get lucky on some BCNMs to make more gil from there, buy more carps to get the quest completed sooner.
It is possible to get to 100 without a Lu Shangs but it's a lot harder because it will seriously limit your ability to target specific fish.
If your wondering why Lu Shangs is so good, it's because you can carry around just one fishing rod and it targets pretty much everything, everywhere.
Otherwise you will have to deal with agonising line snaps, loss of lures and rod breaks.
Just trying to reel in nebs at sea serpants grotto is a pain while using a halcyon fishing rod and a shrimp lure because it targets bastore breams which can snap your rod and lose your lure.
Hmm sorry about the wall-of-text but I love talking about fishing.
