I was in a discussion with an LS mate today about HQ tiers and he said he was certain without a doubt that subcrafts had to be in the target HQ tiers as well as main crafts.
I always though it was just the main craft levelhat determined HQ possibilities as long as the sub craft was at the required level. Am I wrong?

You're wrong. LS mate was Correct.
HQ rate is determined by the lowest HQ Tier.
Tier 2 on Main but tier 1 on Sub = Tier 1 HQ rate.
Tier 2 on Main but tier 0 on Sub = Tier 0 HQ rate.
Tier 2 on Sub but tier 0 on Main = Tier 0 HQ rate.
HQ rate is determined by the lowest HQ Tier.

So in theory then it's impossible to ever HQ3 most bullets?

So if I'm undestanding this right, in order to HQ3 Steel bullets you would need 100 Alch and 81 Smith -- which just isn't possible. To HQ2 them, you'd need 80 Alch and 61 Smith, which isn't possible either, is it?
Once I do smithing to 61 that would bump Alchemy down to 79, wouldn't it?

no, after 60 you have 40 points that you can split any way you wish between the crafts so you could have 80 alch and 80 smithing.

Sweet deal, I thought it was only 20 levels to spread after 60. Good to know.
HQ3 is not dependant on your skill level. Any HQ can occur as long as you HQ.
Tier 3 (50% HQ rate) is probably what you mean though.

Just a little bit of data, this is on a Tier3 synth, total HQ rate is around 50% with HQ1 being around 35%, HQ2 around 10% and HQ3 being around 5% this a total from over a few months and all on the same recipe.

It does, in a sense. The whole thread has helped me a lot.
My confusion was over subcrafts being involved with breaking into certain tiers, which made me realize I can never be in Tier3 for any kind of bullets -- well, maybe for Bullets, but my Cor is already almost 50 so that is inconsequential. Tier2 is the highest I can go for Iron Bullets and Steel Bullets due to the levels required.
