I have read a lot of posts that say you can purchase Axemanship multiple times...
I am a lvl 40 MRD and have already gotten it once. I now have 20k guild marks but cannot purchase another one. So what gives?

You can only purchase each Guild Mark skill once. Whereever you read that info from was wrong.

So these people imply that you can purchase more, and further reference is the description of the skill, which says "Increases your affinity with marauder-based actions by 10, up to a maximum of 100."
This implies that there is some way to improve it farther after the initial purchase. So, if we CANT purchase it multiple times, then how do we get "to a maximum of 100."????

All they are doing is stating the skill description "Increases your affinity with marauder-based actions by 10, up to a maximum of 100." That doesn't mean there is away to purchase and equip it more than once.
I am not sure what SE meant by that description, it could mean
a) that you can only have a max of 10 of those skills equipped from all classes (even though there are only 8 classes atm), or
b) it could mean that in the future once we go past the r50 cap there will be more skills that give 20, 30 and 40 affinity we can equip as well to get to a total of 100 affinity when cross classing.
Either way, whatever implementation there will be for higher axemanship is not yet here, so all you can do it purchase and equip the 10 point trait once.
