I feel really dumb. I have searched the forum and looked at the entire ship and spoke to every NPC. Would you guys please tell me who is the Guild Mark Vendor and where is he?

I cant remember her name. But as soon as you walk onto the Marauder guild boat turn right and you will see her.

Thanks so much! For some reason, she wouldn't show me the guild mark option before I finished "Bloody Captain"
