is a lancer a chain or plate wearer?
looked on some websites and at the different items on sites and of course there isnt anything yet to fine out for sure.

In closed beta, you could wear pretty much anything. Now it seems like there are suggested classes for different pieces of gear.
I can't see Lancer wearing plate. Chain, maybe, but not plate.

An official description somewhere said that the lancer "favors lighter armor" or something to that effect, IIRC. I highly doubt we'll be equipping plate, but beyond that, tough to say right now.

I'm currently a physical lv 18, lancer rank 16 in OB and honestly, I have no freakin' idea what armor a lancer is supposed to use.... I'm still using the beginner stuff because everything else, regardless of the stats, reduces my defense, evasion etc. ... even tried equiping items based on their "base", like brass, chain etc. And THM & CON's nearly have more defense than me, and they deffinitely have more evasion than me. I just don't get it.

There's no simple answer, unlike WOW each class does not stick to 1 armor type.
Some chain is not LNC armor, like Sentinel Chainmail.
Some chain is LNC armor, like Bronze Hauburgeon.
Most cloth is not LNC armor, but some cloth like the Acton is LNC armor.
LNC is one the harder classes to find suitable armor for, overall, if that helps.
EDIT: going through a db, here are some LNC armor types:
Cuirass (Full Plate)
Hauburgeon (War Garb, Heavy Chain)
Jacket (War Garb, Leather)
Acton (War Garb, Cloth)
Shirt (Attire, Cloth)
It seems like you won't have any problems finding LNC armor at mid & higher levels.

i went through the gear that was in the database, and lancer didnt seem to have many options. I think its mostly aketons, chain, and some plate.
