No, they're billing you. There's currently a pending charge of $14.99 from ELDRSCROLS on my credit card.
Well they're not billing me. I made two transactions with them yesterday, upgrade to the IE (shut up, I had my reasons
) and setting up my sub plan. The IE upgrade is showing as pending on my credit card. The sub payment is not, and my ESO account specifically shows that I'll be billed for that in May. Perhaps a mistake with your account?
Edit: I haz answers!

We require you to choose a subscription option and enter valid payment information. For credit cards, debit cards and PayPal there is no charge made until after your included 30 days of game time has expired. For these payment methods, there is an authorization check performed to ensure the payment method is valid. You may see a temporary account authorization hold put on funds in your account while the verification completes. Usually this authorization hold lasts a short period of time before being removed. It can vary from bank to bank.
So they're not really billing you. They're just, um, temporarily pretending to bill you? Because they don't want your fifteen bucks, they just want to make sure you have fifteen bucks?
Also Shojindo, I am a Daggerfall Dragonknight. We are the coolest.
