I looked into this and it seems like something could really get into.....but the only question I have is. My pc meets the system requirements in every aspect expect the GHz...
the recommended GHz is 2.8, i have 2.2 GHz.....would this effect the gameplay?.....and if so, to what degree?

Unfortunately no one is going to be able to give you the quantitative info you're probably looking for... Even if they're using a system just like yours it'll depend whats running on it, what your connection specifics are, and most of all what things you would notice that other might not and vice-versa.

The answer is easy though, its free to download and check out yourself, just fire up the download before work and when you get back, give it a shot.

On the plus side, usually having lower than the recommended CPU isnt what causes flat out failures to run, it'll just limp along too slowly in most cases. Furthermore there are lots of config settings that I saw (I only recently put it back on my computer after years off) so you have the ability to cut the settings down pretty low, that could help you out.

Good Luck

Here's a goofy way to look at it. When the game went live I ran it on a single core 1.8ghz with 1GB of RAM and and a then antiquated video card. On the lowest settings with one fluff UI feature on and the distance draw turned up a bit, it ran pretty well on field content and got bogged down but still functional in group instances.

If that junker could do it, yours probably can. If that's a dual or quad core 2.2, you should be just fine.

On a side note, this game really likes to have 2+GB of RAM. It will run on less, but runs a lot better once you are at or above that bar.

ya if you have a duel core, your gonna be able to run just about anything decent. Plus it would also depend by what specs the box said. AMD and intel run different then what they project. An amd is actually running faster and hotter (I use silver 7 never lets ya down) and so for most mmo's even my single core covered em easy.

Ram and video is usually where the main haul comes in. Sometimes its the cpu but not usually. Addn some extra ram will show a great improvement and not sure how lotr is but most newer games seem to be relying heavily on the video card now.

I can't even run ffxiv without updating my older 7900gt. But any other game, lotr, ddo. eq2, I can run them maxed and have flawless gameplay.

My pc is a 64-Bit Windows 7 Home Premium with 4GB of RAM, an Intel Graphics Media Accelerator 4500MHD, and it is Dual-Core.

I've had that happen. Pando, or something like that, the downloader torrent like thing, doesn't like to be paused and has a nasty habit of creating corrupted files if paused and restarted. It seems like the more times it is paused, the greater the risk. If a crash that forces a restart interrupts it, it's better to start over. It almost always has corruption issues then.

That may not be valid to this situation, but I'm just throwing it out there.

I have a really crappy laptop and it's running on that one so I guess it's running on any system you might have, hehe.
Just turn down the settings until it works but you should be fine.
