Ive had the same problem, try moving almost on top of them or moving around them, seems too work for me.

The best thing to do is spam the radial menu watch. It only takes about 4 tries for me to watch or listen to someone.

I was having the same problem but it was only on Dantoonie! SO I just went to another planet! Good luck!
