51 Rogue CM abil? :: World of Warcraft

I originally hear that the rge 51 Cmed abil owns but later i heard oly bad things. Was originally told that it did 2k dmg to any mob. Later told that it did 4k dmg to mobs 35 or lower. I assumed this was correct because the description says "instantly kills weak creatures". No idea whats correct answer please help.

IF it only works on mobs 35 and bellow then it isnt, you can take most mob at that level out with 1 or 2 quads

What I heard is it pretty much kills any green mob, but since you dont get xp or a good chance for rares on a green mob
