You don't certify for armor, till you are at least a novice elite combat proff.

NOTE:
You can wear armor as early as novice in any combat proff, but you will have armor & weapon penaltys for not being a master of those proff. In other words you'll walk slowly & miss you target more often, but can take more dam.
