i have yet to figure it out for my self, but i have seen rebels with more then one faction pet out at a time.

are we suposed to be able to do this?
is it a rank thing or something else?

The only way to have more than one pets, faction or otherwise, is to be a CH. Before they changed the pet system everyone could have up to 3 pets. They changed it to make CH more usefull.

WOW an update that made a profession better.
