The way its supposed to work:
Forage your bait or buy some. Buy a good quality fishing pole from an artisan (the overall quality of the pole is supposed to help your chances at catching a fish).
Drag the bait onto your pole the same way you drag powerups onto your weaps etc. Your pole can be equipt with more than one unit of bait, just drag the whole stack onto it (highest stack ive seen is 5 units of bait).
There is no need to select the poles radial menu to fish, simply type /fish and you will start fishing.
Once your line is cast a window is supposed to pop up which will say "waiting" at the top. This window also has your bait condition, amount of vegetation in the water and fish density which all effect your chance to catch something. The ideal spot is one that has 5 stars next to fish density and no stars at all next to vegetation.
After a short while you will (hopefully) get a "Nibble", when this happens you need to select the various options at the bottom of this window which read "Tug Up" "Tug Left" "Tug Right" etc.. Just click on any combination of these one at a time and either hit Enter or just click ok. You are trying to make sure you have an action for every "tick" of the window until you will either see "Bite!" or "Waiting" appear up the top of the window again.
If its "waiting" then you just go back to doing nothing until you get a "Nibble". If its "Bite!", start doing the same as you did when it was a "Nibble", randomly select actions as fast as you can (i find the easiest way is to select tug right.. or whatever, with the mouse and then hit the Enter key). You keep doing this until hopefully you will get the "Caught Something" command. All you do then is select "Small Reel In" and the computer does the rest.
You will fight the fish to try and land it but its all automated at this point, you cant do anything but wait and see if you land it or it gets away.
