The fastest way, I can imagine, is go somewhere fairly busy and repeat the message you are training these skills every so often but DON'T SPAM.
Use quality over quantity. Make your message explain yout situation. For example (if I was in the same predicament) I would use;
"Training Fencer 4,4,4,4 Brawler 4,4,4,4 TK 2,2,1,2 Scout 3,0,3,2
Medic 3,0,0,0. I require the AP's for Master Fencer so if you can learn any of these skills from me (even just to drop them again afterwards) please let me know."
I have never needed to do this as I spent so much time hanging out in Cantinas that I capped my AP before I made my advance levels in Fencing. I've almost capped it again as well.
Another thing I would suggest is always title yourself correctly and then make your character searchable, helps people looking for training to find you.

The fastest way is to spam (just kidding NEVER SPAM) saying training these skills I.E.Training marksman 4-4-4-4 scout 2-4-1-3 and ent 3-3-3-4
