Bear with me, I'm new to the game and am pretty convinced that I am no where near a lev that i could do any mission that would get me one at this point, But really thinkin of goin the Imp route wonderin if that will stop me from even gettin the chance?
It doesnt matter what faction you are. Everyone but non-combat characters can fight and get a holo. Non-Combat chars usually buy them from people. The holo drops to come from high level npc's. So go hunting with a friend who can kill the npc's for you until you can level up. I'm a Imp myself. Personally I think the Rebs have an easier time getting them, but it all depends on where you go hunting. Just research the boards about the holos and you will get a lot of good ideas of where to look. Good luck.

I think imp's have an easier time. Rebel Surface Marshals are easier to kill than Dark Troopers...
