Do you have to be a novice scout to deploy a camp or can anyone do it?

I'm 99% sure you have to be at least novice scout to place a camp, otherwise everyone would carry a ton of them for calling vehicles, etc.

Yep, you must have Novice Scout to deploy camps, in addition, at taht level you can only deploy Basic Camps.
