Once I got passed the first couple leves, I started getting decent xp (and good gil) again. And I'm not sure why you're not seeing many +1/2/3's...I've been getting plenty variety here. That being said...

Yeah, it does seem
much harsher in the lower ranks, by far. It wasn't until I got veteran trade that things started feeling somewhat "normal," at least compared to how easy it was in OB. Even still, fishing seems much more arduous than ranking up my other classes atm. Hoping this will lead to big rewards later on, for our efforts! :P
Bit of advice: Aside from leves, stick to the towns early on (1-10) if you're just looking to rank up, as there seems to be much less chance of failing (Probably since you don't have the more "exotic" [read:
incredibly tough] fish, nibbling at your bait).
Also, if you're having a
really tough time catching a certain fish type, even though you've picked the right depth (especially for leves), it could very well be because of your bait. I found bait to make a huge difference now compared to how lax it was in OB. The crayfish leve from Ul'dah is ridiculously easy with Pill Bugs, for example. Good luck! ^_^
