The default is that you look up in the upper left corner of your screen, then right click on your character icon. That should give you several options, one of which is the option to flag yourself for PVP. You'll stay flagged, even after you turn it off, until you've stayed out of combat for five minutes. Take a look at the other options while you're flagging yourself, you might want to find them later.

For all of those quests, you're going to stay flagged for several minutes. Your level of frustration will vary from server to server. Be careful if your server is extremely imbalanced, check to see that everything you need is available for capture. That can be a particular problem in Hellfire Peninsula. Also, check the rewards. I find I seldom do any of the Outland PVP quests except for the one with the towers near Auchindoon. On the other hand, I always do all the Northrend (Grizzly Hills) quests. Repeatedly.

With changes to leveling, you're going to be able to get out of HFP pretty quickly. Unless you're clearing things for lore and the experience, you can probably check quest rewards on Wowhead and cherry pick your progress. Outland content was showing its age last I saw and I don't think it has been updated. Once you hit Northrend, you'll get much better gear.
