Hey, i'm worgen lvl 42 and I haven't completed the quest where I can get the two forms skill.
I got back to the worgen city, completed all the quests, but I can take a quest from lord darius. What should I do?

Alternatively, as it's part of the whole chain, you shouldn't have missed it if you completed everything. Did you have someone come port you out of Gilneas or something?
You need to complete the quest "Neither Human Nor Beast".
As far as I know, though, you cannot leave the Worgen area until after you complete that quest, so you probably already have the ability. Check in your spell book under the General tab (same place you find your other racial abilities).
The area in which the quest takes place is a phased area, so you cannot enter it once you leave it, but you cannot leave it without finishing the mission. Unless you somehow managed to leave the phased area before finishing the quests, in which case I'd suggest you create a GM ticket about it as that should not happen.

I actually left the city before I did the quests. I took a boat.
And there's no Two-Forms in my skills. I know where to take the quest, but I just can't...

The quest is part of a longer chain starting with "Stranded at the Marsh". You get this quest after doing "Exodus" which is the quest where you flee the town in a stagecoach.
When exactly did you leave the Worgen area? How many quests did you finish there before taking the boat to wherever?

There is no boat off the starting area until you are done with the zone. The quest to get your two forms is part of said chain. With all due respects either you don't see the spell in your book or you were never taught the spell (due to a bug). Open a ticket, it will get resolved the quickest that way.
