You basically just described the leveling cycle in FFXI lol (leveling up one class just so you can play another, so you can play another, so you can play another, etc.).
Joking aside, I would be suprised if there was not some kind of requirement on it, such as that you must have a level 80 (or maybe only 70) on your account on that server before you can start a Hero Class. It would be strange for a new player to just start as a Hero Class as their first character.
Also, I really do wonder about Blizz's decision to increase the cap to 80 so soon. I was really figuring that we would have an expansion after TBC that would give the game more life to those players who are bored at the cap, but not so quickly give them 10 more levels. If it keeps going at this pace, we will be leveling up to 100 by 2010. Most games thus far have spaced out level cap raises; usually by one or more expansions. And the expansions on those games were still great, even without a cap raise. I just hope that the level cap does not get too high, and then Blizz has to make several expansions in a row without raising it. That would be frustrating.
